All Seasons Arena Board

This is an official agreement, bylaws, and an intergovernmental board consisting of Nicollet County, Blue Earth County, Cities of Mankato, North Mankato, and Skyline. Purpose is to advise the Mankato Area Public Schools (District 77)  School District on All Season's Arena. By written agreement, Mankato Area Public Schools is are the operator.

Blue Earth County Environmental Services Advisory Committee

Purpose is to advise Blue Earth County Environmental Services staff on environmental-related matters. Mankato has two appointments. Currently there is one Councilperson serving and one Mankato citizen that the Mankato City Council recommends to the Blue Earth County Board.

Blue Earth County Mayors/Clerks

In the City of Mankato, the City Manager serves on this committee. This committee was formed by Mankato to meet monthly to discuss issues of mutual concern to cities in Blue Earth County. It also provides a uniform approach to Blue Earth County on urban concerns. Blue Earth County Commissioners and Administrator often attends but are not voting members.

Blue Earth County/City of Mankato Intergovernmental Committee

Committee started in 1993. In 1995, the composition of the group was changed to include staff by invitation. Meets to discuss items of mutual concern and develop mechanism for dealing with ongoing issues of the two governmental entities. Land-use and highways have been at the forefront. The joint resolution establishing the Intergovernmental Committee establishes a Joint Intergovernmental Cooperation Committee to consider and make recommendations to the respective County Board and City Council on any matters of public policy of interest to either the County Board or City Council which currently or potentially will affect both the County and the City. The committee shall conduct meetings, schedule activities and make recommendations for the consideration of the County Board and the City Council. The committee consists of two members of the Blue Earth County Board of Commissioners and two members of the Mankato City Council. The Blue Earth County Administrator and the Mankato City Manager come to this meeting upon invitation as well as other selected staff, depending upon the agenda. Bob Barrett of Minnesota State University, Mankato serves as ex-officio on this committee.

Charter Commission

Reviews the City Charter. Statutory agency (M.S.410.05 and 410.12), make recommendations to the City Council and the public. Appointments by the Chief Judge of District Court.

City Board of Appeal and Equalization

Meets two days/year and listen to citizen complaints on valuations of property. Appointed by Mankato City Council. Do have authority to increase (no limit on increase) or decrease (within 1%) property value.

Coalition of Greater Minnesota Cities

Mankato is a member. The purpose is to influence legislation, to form an outstate interest group of the larger growth centers in greater Minnesota. The Mayor and City Manager represent the City of Mankato.

Community Services Recreation Advisory Board

Intergovernmental Board established by Mankato, North Mankato and Mankato Area Public Schools. Provide recreational programs to city residents and coordinate use of city facilities. Activities are self supporting or subsidized by Mankato Area Public Schools levies.

Cooperative Administration Issues

Prospective cooperation topics: purchasing, legislation, technology, personnel, shared administration, insurance, engineering, and public information.

Eastwood Industrial Committee

Committee that meets about the Eastwood Industrial Center. 

Economic Development Authority (EDA)

The purpose of the Economic Development Authority(EDA) is to promote economic development and redevelopment activities of the City of Mankato. The EDA is comprised of the Mayor and City Council. For more information contact Mankato’s Community Development Office at (507) 387-8620.

Environmental Advisory Committee

The primary function of Mankato's Environmental Committee is to review each public and private project in environmentally sensitive areas and consider the environmental impacts of the project.

Fifth Judidical Committee

The purpose of the committee is to get input about current legal issues.

Greater Minnesota Environmental Trust

The Greater Minnesota Environmental Trust (GMET) is a non-profit coalition of public and private institutions that are concerned with the future of greater Minnesota’s environment. GMET membership consists of individuals, cities, counties, businesses, non-profits, and various civic organizations.

GMET seeks to engage in the following areas: policy research, analysis, and development; promotion of environmental and land use best practices; sponsorship of educational seminars and conferences; legal action; and advocacy at the state level on environmental funding and policy issues.
 

Highway 14 Partnership

Mankato City Council members and the City Manager participate in the Highway 14 partnership, an advocacy organization that supports the four-lane expansion of U.S. Highway 14 in southern Minnesota. More information is available at www.ushighway14.com.

Intergovernmental Youth Asset Committee

The Intergovernmental Youth Asset Committee is a collaborative between the counties of Blue Earth and Nicollet, the cities of Mankato and North Mankato and Mankato Area Public Schools. The purpose of this group is to inventory local government services and integrate youth assets into service delivery whenever possible.

Joint Planning Issues Task Force

Prospective cooperation topics: joint planning; annexation/fringe development; zoning; land use; transportation; and environmental services.

League of Minnesota Cities

The League of Minnesota Cities offers expertise in city government.  The League is committed to helping members build quality communities through effective advocacy, expert analysis, trusted guidance and collective action.

Mankato Area Growth Management and Planning Study (MAGMAPS)

Partners in the MAGMAPS study are Mankato, North Mankato, Blue Earth County, Nicollet County and the townships of Mankato, South Bend, Belgrade, Decoria and Lime Valley. MAGMAPS is a spin-off idea from MATAPS (Mankato Area Transportation and Planning Study). The purpose of MAGMAPS is to look at growth and development issues and voluntarily create a unified planning strategy for the region. In many parts of the country this type of planning is becoming a requirement.

Mankato Joint Civil Service Commission

Establish eligibility lists for police and fire hiring. The Civil Service Commission governs the procedures used in regard to the application process, testing, appointment and promotion.

Mankato Quality Council

Purpose is to give recognition to local businesses for achieving quality. Former Mankato Mayor helped initiate Mankato's program.

Mankato/North Mankato Intergovernmental Committee

Meet to collaborate and discuss Mankato and North Mankato opportunities.

Mass Transit User Group

The Mass Transit User Group make recommendations to the City Council on the city bus system. This includes bus schedule changes and services, revenues and expenditures and the special needs of various users of the city bus system.

Minnesota Valley Council of Government General Assembly

This is the governing and policy making board. One elected person plus the City Manager are voting members on this general assembly.

Intergovernmental agreement between the City of Mankato and various local jurisdictions.  This is a voluntary operation through member assessment.  The purpose of the Minnesota Valley Council of Governments is to provide administrative, planning, and technical assistance to member jurisdictions.

Multi-Modal Transportation Committee

The Multi-Modal Transportation Committee makes recommendations to the Mankato City Council about all-inclusive transportation needs enabling the city to plan and promote the safe and efficient movement of people, goods and services.

Planning Commission

The Planning Commission's primary function is to make recommendations to the City Council regarding proposed planning and zoning requests. This includes variances from the city code conditional use permits, and rezoning applications. Other responsibilities include subdivision review, review of proposed ordinance changes, and assisting in updating the Comprehensive Plan.

Region 9 Development Commission

The mission of The Region Nine Development Commission is "it is primarily an organization of local elected officials whose purpose is to see that units of government, organizations, businesses and citizens are assisted in solving local problems, generating resources and provided planning and coordination of services based on identified needs." The Region 9 Development Commission, authorized by the Regional Development Act of 1969, was organized by local officials in 1972 "to facilitate intergovernmental cooperation and to insure the orderly and harmonious coordination of state, federal and local comprehensive planning and development programs for the solution of economic, social, federal and local comprehensive planning and development programs for the solution of economic, social, physical and governmental problems of the state and its citizens." (Minnesota Statutes, Section 462.383, Subdivision 2)

South Central Regional Radio Board

Committee that meets about South Central Regional Radio Board opportunities.  The Regional Radio Board can apply for and receive grants on behalf of one or more member counties.  The South Central Radio Board is responsible for coordination with the State Radio Board and can contract with State agencies and local subdivisions for management of local radio subsystems. 

Student Senate Liaison

Meet to discuss campus and city items.
