What is "your take" about Madison Avenue rehabilitation timing and sequencing?

This summer when Madison Avenue is scheduled for rehabilitation, one-lane traffic will allow continued access to businesses.  View information about the project.  What is "your take" about when is the best timing to begin and end the project, and any other sequencing ideas that would be useful during the project?

New Dog Park: now that Blue Earth Co. and Mankato have a new firing range, how about fencing in the old range, near the wastewater treatment plant,and turning it into an off leash dog park?

It appears to me that the only crossings of Madison during the project will be at 7th, Victory, and 22. Need more crossings available (Pfau and Raintree). Also, when working on the north side, there is no access to business on the north side, and same when you switch to the south. With such a good network of access roads on either side of Madison, why not close down the road and get it done much quicker and safer.
