Generally, permits are required whenever a building is: improved, reconstructed, moved, demolished, converted, altered and removed. Permits are also required for plumbing and electrical work.

A City Center Renaissance Stakeholder Task Force has been charged with a planning process that incorporates past planning practices and Envision 2020 visions/action steps into a City Center Renaissance Plan. The plan will expand the traditional downtown area to include surrounding neighborhoods. The following are the designated areas within the City Center: Downtown Core, Five Corners and Old Main, Old Town and Washington Park, South Front Street and South Riverfront Drive, Sibley Parkway, Front Street Plaza.
Mankato is a City Charter form government. A charter establishes the form of government for cities. Mankato is organized in the council-manager form. A charter is a city’s constitution and is approved by citizens. Through charters, citizens design their city’s form of government. Mankato’s first city charter was established in 1868.
The City Clerk oversees licensing as well as maintains and preserves the city’s official documents, including contracts and agreements, licenses, easements and the City Code. The City Clerk also processes citizens’ claims for damages against the city, maintains all official records of the City Council, and issues licenses for liquor, gambling, soft drinks, dogs, tobacco, door-to-door sales and rental housing.

The City Manager serves as the Chief Administrative Officer of the City and is responsible to the Council for the administration of all city affairs under City Charter. Customer service is available for people who have questions about displaying signs in Mankato.
Signs must be placed on private property and cannot be placed in the public right-of-way. Signs in the right-of-way present a traffic distraction and are considered a hazard. This includes campaign signs and for sale signs, to name a few. Temporary signs may only be placed on private property. If the property line location is unknown, place the sign behind the sidewalk or 12 feet behind the curb (if no sidewalk exists). If this guideline is followed, the sign will not be removed.
Notice will be given when signs are found in the right-of-way. Property owners to remove or relocate the sign.
Plowing operations begin in the central business district when snowplowing commences in other areas of the city. When accumulated snowfall reaches the point that hauling snow is inevitable, the goal is to plow snow to the center of the street and then remove the snow from 10 p.m. to 7:30 a.m.
Residential streets are plowed when the total snow accumulation exceeds one inch. Mankato does not plow private property and does not shovel out ridges in driveways because private property is not part of city snow removal. Snow removal in alleys is on the same priority as residential streets. Generally, chemicals and abrasives are not used on alleys outside the central business district.
