To facilitate your building project and the Citys permit process as well as to provide a consistent level of customer service, submittals for building permits must be complete at the time of application. The following documents are required at the time of permit submittal so that all City departments can complete their plan review and grant approval for your project. Permitting time will depend on the complexity of the work and completeness of the plan submittals. Please allow a minimum of 7 (seven) working days for new dwellings, additions or remodels. Work must not begin until the permit is received and on the job site. Starting work without a permit may result in additional fees. 

  1. Completed building permit application form and copy of the contractors license on file with the city. 
  2. (2) copies of the site plan/survey for new dwellings, additions, and accessory structures. (see checklist residential site plan/handout) 
  3. (2) complete sets of detailed building plans (one full size scaled drawing and one 11x17) reflecting designs such features as lookout or walkout elevation details. NO REVERSE plans accepted.

The following information shall serve as an example of the information that must be provided with the submittal documents to assist with the plan review process. Additional information may become necessary depending upon the project complexity. 

    • Foundation plans shall provide the reinforcement design table number proposed along with the rod size, spacing (vertical and
      horizontal), anchor system for sill plates, or provide an engineered design. 
    • Dampproofing or waterproofing method, drainage system, backfill, dimension from grade to top of foundation wall, and drainage slope away from the foundation wall. (See checklist for residential site plan handout) 
    • Identify weather barrier product being used. Must qualify as an approved ICC Evaluation Report.
    • Identify decking material. Plastic, composition, and other manufactured products must have an approved ICC Evaluation
      Service Report. 
    • Foam plastic products (sheet material and spray-applied products) must be identified on the plans and comply with
      flame/smoke ratings, thermal barrier, and perm ratings. Must qualify as an ICC Evaluation Service Report Product or tested
      product. 
    • High wall designs exceeding code tables (typically 10 feet) shall require engineering submittals. 
    • Specify narrow wall locations on construction plans such as garage walls adjacent to overhead garage doors, and verify code
      compliant wall design method and materials (submittal design) with dimensions, or provide engineered submittal. 
    • Structural design information for framing to include information such as grade/specie of lumber, type of manufactured
      materials (joists, beams, columns), dimensions of materials, loading bearing points, snow live load design (35# minimum),
      panel and decking materials for diaphragms, manufactured trusses, special mechanical connection methods and materials,
      rise/run/head clearance and other information necessary to perform a plan review. 
    • Identify fire test design numbers along with STC and IIC ratings for wall and floor/ceiling assemblies when applicable. 
    • Identify which building code is being used. (IRC or IBC) 
    • Identify which state energy code is being used and provide all supporting data that matches the construction plans submitted. Provide energy code compliance with REScheck or other approved methods. Provide mechanical code ventilation work sheet for ventilation air, make-up air, and combustion air using mechanical code work sheets or approved software programs such as Center Point Energy. Provide heat loss/heat gain calculations for sizing of the furnace and ac appliances. (Balancing report to be submitted prior to final inspection per applicable mechanical and energy code used.)
    • Identify duct material, R-value, vapor barrier, and other special requirements as may be required. (R-8 minimum required in
      attics and ventilated crawl spaces)
  • Plumbing permits are a separate application form, fee, and approval.
  • Approved JOB COPY package of approved construction documents, inspection card, and permits shall be at the job site for all inspections. Inspections may not be performed when the JOB COPY package is not available to the inspector.
  • Final inspections and a Certificate of Occupancy are required to occupy a dwelling.
  • Phone number to schedule inspections is on the permit/inspection cards. To facilitate inspection staff, please schedule inspections 24-hours in advance. Inspection requests with less than 24-hours notice will be on an availability basis. Work may not continue without approved inspections.
