Rental Zoning Requirements
All rental applications shall be submitted to the City Clerk’s Office, 10 Civic Center Plaza. A rental application will not be processed until a complete application is submitted with payment, site plan and floor plans. Site and floor plans shall be to scale (i.e. 1 inch=10 feet). Zoning requirements shall be met prior to a housing inspection of the property. If off-street parking standards cannot be met, a rental license will not be issued and no further housing inspections will be conducted. No rental property shall be occupied for rental purposes until the rental application has been approved.
Occupancy restrictions are based on the zoning of the property. Low density residential areas (R-1 and R-2 Zoning Districts) limit the occupancy to two unrelated individuals or a family. High density areas (R-3, R-4, or OR) limit the occupancy to five unrelated individuals or a family.
Parking requirements are site specific and only a rental inspection can determine if a rental property has sufficient off-street parking. Two off-street parking stalls are required per unit in R-1 and R-2 Zoning Districts. Parking stalls in R-3, R-4, or OR Zoning Districts are based on the number and size of the bedrooms (not occupancy).
The applicant may sign a Plan of Corrective Action. This assures the City that parking improvements will be made to the property within Mankato City Code standards that are based on a reasonable timeline. Plan of Corrective Actions shall be implemented prior to occupancy of the rental unit. Failure to complete the items in the Plan of Corrective Action may result in citation and/or revocation of the rental license.
All structural questions shall be forwarded to the Housing Inspectors.
If a “grandfathered” rental license lapses, the property is subject to a new rental application based on current Mankato City Code requirements.
R-1, One-Family Dwelling District
- Existing rental licenses maintain grandfather clause unless rental license lapses
- Maximum of 2 unrelated individuals or a family (See definitions-Mankato City Code)
- Shall provide 2 off-street parking stalls/unit (8’ x 18’ parking stall dimensions)
- Off-street parking shall be paved with asphalt or concrete (gravel may be permitted if driveway accesses a gravel street or alley, but if the adjacent alley/road is hardsurfaced then gravel parking areas are required to pave within the construction season)
R-2, One- and Two-Family Dwelling District
- May license 2 units on the property (6,000 sq. ft or less = 1 unit, 8,000 sq. ft = 2 units)
- Existing rental licenses maintain grandfather clause unless rental license lapses
- Maximum of 2 unrelated individuals or a family (See definitions-Mankato City Code)
- Shall provide two off-street parking stalls/unit (8’ x 18’ parking stall dimensions)
- Off-street parking shall be paved with asphalt or concrete (gravel may be permitted if driveway accesses a gravel street or alley, but if the alley/road is hardsurfaced then gravel parking areas are required to pave within the construction season)
R-3, Limited Multiple Dwelling District
- May license 8 units on the property (6,000 sq. ft =four units plus 1,500 sq. ft for each additional unit, 8,000 sq. ft=two units, Less than 6,000 sq. ft=1 unit)
- Existing rental licenses maintain grandfather clause unless rental license lapses
- Maximum of five unrelated individuals or a family
- Shall provide off-street parking stalls based on individual bedrooms sizes in the unit for 1 and 2 units dwelling units as shown below:
Bedroom Square Footage=70-119 then 1 off-street parking stall is required for the bedroom
- Bedroom Square Footage=120-169 then two off-street parking stalls is required for the bedroom
- Bedroom Square Footage=170-219 then three off-street parking stalls is required for the bedroom
- Bedroom Square Footage=220-269 then four off-street parking stalls is required for the bedroom
- Bedroom Square Footage=270+ then five parking stalls is required for the bedroom
* Maximum number of off-street parking stalls per unit=five
- Two off-street parking stalls/unit for three or more dwelling units on the property (8’ x 18’ parking stall dimensions)
- Off-street parking shall be paved with asphalt or concrete (gravel may be permitted if driveway accesses a gravel street or alley, but if the alley/road is hardsurfaced then gravel parking areas are required to pave within the construction season)
OR, Office Residential
- May license 8 units on the property (6,000 sq. ft=four units plus 1,500 sq. ft for each additional unit, 8,000 sq. ft=two units, Less than 6,000 sq. ft=one unit)
- Existing rental licenses maintain grandfather clause unless rental license lapses
- Maximum of 5 unrelated individuals or a family
- Shall provide off-street parking stalls based on individual bedrooms sizes in the unit for 1 and 2 units dwelling units as shown below:
- Bedroom Square Footage=70-119 then one off-street parking stall is required for the bedroom
- Bedroom Square Footage=120-169 then two off-street parking stalls is required for the bedroom
- Bedroom Square Footage=170-219 then three off-street parking stalls is required for the bedroom
- Bedroom Square Footage=220-269 then four off-street parking stalls is required for the bedroom
- Bedroom Square Footage=270+ then five parking stalls is required for the bedroom
* Maximum number of off-street parking stalls per unit = five
- 2 off-street parking stalls/unit for 3 or more dwelling units on the property (8’ x 18’ parking stall dimensions)

R-4, Multiple Dwelling District
- May license 8 units on the property (10,000 sq. ft=four units plus 2,000 sq. ft for each additional unit, 8,000 sq. ft=two units)
- Existing rental licenses maintain grandfather clause unless rental license lapses
- Maximum of five unrelated individuals or a family
- Shall provide off-street parking stalls based on individual bedrooms sizes in the unit for 1 and 2 units dwelling units as shown below:
- Bedroom Square Footage=70-119 then one off-street parking stall is required for the bedroom
- Bedroom Square Footage=120-169 then twp off-street parking stalls is required for the bedroom
- Bedroom Square Footage=170-219 then three off-street parking stalls is required for the bedroom
- Bedroom Square Footage=220-269 then four off-street parking stalls is required for the bedroom
- Bedroom Square Footage=270+ then five parking stalls is required for the bedroom

Upon compliance with the zoning requirements, a housing inspection of the property will be scheduled. Please refer to Chapter 13 of Mankato City Code for structural requirements.
