Commercial Plan Review Requirements

To facilitate your building project and the City’s permit process, as well as to provide a consistent level of customer service, submittals for building permits must be complete at the time of application. The following documents are required at the time of building permit submittal so that all City departments may complete their plan reviews and grant approval for your project. Permitting time will depend on the complexity of the project, completeness of the plan submittals, and the number of other project submittals received prior to yours. If you have questions or concerns regarding your project, we provide a pre-design process and will schedule a preliminary meeting with your design team to answer questions and assist you in the application process.

Two complete sets of plans, specifications, and submittal documents are required at the time of permit application (one full size scaled set and one 11”x17”). Plans, documents, and specifications must be prepared in accordance with Minnesota Statute 326, Minnesota Rules 1800 and 1805.

  • Completed and signed City of Mankato permit application
  • Soils analysis/geotechnical report by soils engineer
  • Land survey (se survey requirements handout)
  • Civil plans (grading, drainage, utilities, erosion plan)
  • Landscape plan (Section 10.88 of City Code)
  • Architectural building plans with code analysis, alternate methods, and fire protection
  • Structural plans with structural analysis and design calculations
  • Electrical plans (permit/inspections by State Board of Electricity)
  • Mechanical/HVAC with heat loss/gain and ventilation calculations
  • Plumbing (requires a separate permit)

The following documents may be deferred submittals and are required prior to issuance of the permit.

  • Special inspections form
  • Energy code calculation (building envelope, ventilation, and electrical)
  • Hazardous/flammable materials inventory (verify control rooms and H-occupancies)
  • State delegation agreements for building and plumbing code for public projects

Additional submittals as may become necessary due to the design process.

  • Fire suppression with calculations (FD connection, fire pump, and generator on documents)
  • Fire alarm (panel location on drawings)
  • Contact State Health Department (food, day care, etc for licensing and plan review)
  • Storage racking by structural engineer
  • High-piled combustible storage by mechanical engineer
  • Liquor license
  • Site Plan Review Committee submission
  • Land alterations (fill, excavation, erosion and grading in sensitive areas) Section 10.82, subd 9&10
