:
Off-Street Parking - Rental Properties.

1.000:
Parking Ratio.
All new rental units licensed after the effective date of this ordinance shall provide off-street parking according to the following:
1. One and Two-Family Dwellings in R-1 and R-2 districts. For rental units licensed after the effective date of this ordinance, two (2) off-street parking stalls shall be provided for each dwelling unit. 2. One and Two-Family Dwellings in R-3, R-4, and Office Residential Districts. For rental properties licensed after the effective date of this ordinance, off-street parking spaces shall be provided for each dwelling unit based on the following ratio of square footage of sleeping rooms to required parking stalls: | Square Footage: | Parking Stalls | | 70 to 119 | 1 | | 120 to 169 | 2 | | 170 to 219 | 3 | | 220 to 269 | 4 | | 270 and greater | 5 | For a one-family dwelling, not less than two off-street parking stalls shall be provided and not more than five off-street parking stalls shall be required. For a two-family dwelling, not less than four parking stalls shall be provided and not more than ten parking stalls shall be required.

2.000:
Location and Design of Off-Street Parking.
All new rental units licensed after the effective date of this ordinance shall provide required off-street parking in conformance with the following:
1. In R-1 and R-2 zoning districts, all required off-street parking stalls shall be provided on the zoning lot occupied by the one- or two-family dwelling. In all other zoning districts, the required off-street parking stalls may be provided within 500 feet of the zoning lot. 2. Private and public sidewalks, boulevards, and other portions of the public right-of-way, shall not be used to satisfy off-street parking requirements. 3. For one- and two-family dwellings, all off-street parking stalls, enclosed or unenclosed, shall have minimum dimensions of 8' X 18', exclusive of required drives and accesses. 4. Multiple-family dwellings shall provide parking stalls, which conform to the minimum dimensional requirements, recommended by the City Manager and as adopted in Chapter 10 of the Mankato City Code. 5. Tandem Parking. A tandem parking space has a minimum dimension of 8' X 36' and is used for parking not more than two vehicles. Where specifically allowed in the following, tandem parking stalls shall have full and direct access to a public right-of-way and the access shall not be obstructed by a structure or another required parking stall. a. In R-1 zoning districts, tandem parking arrangements shall not be allowed to satisfy off-street parking requirements. However, for a one-family dwelling, the unenclosed parking space located immediately adjacent to the entrance of a garage may be considered one off-street parking space for the purposes of satisfying the off-street parking requirements, provided the space has a minimum dimension of 8' X 18', and conforms to all other regulations. The enclosed garage space may also be considered one off-street parking stall for the purposes of satisfying the parking requirements, provided the enclosed parking space has a minimum dimension of 8' X 18' b. In all other residential zoning districts, tandem parking arrangements may be used to satisfy off-street parking requirements for one- and two-family dwellings in existence before 1939. However, two or more enclosed and unenclosed tandem parking stalls shall not be combined to provide tandem parking for more than three vehicles. 6. Not more than 35% of the required front or rear yards shall be used for parking or driving surfaces. The side yard may not be used to satisfy required off-street parking. However, for one- or two-family structures constructed before 1939, the side yard may be used for off-street parking, provided an existing driveway or parking area is located in the side yard and the property is not located in an R-1 zoning district. 7. All gravel driveway and parking surfaces shall be hardsurfaced with concrete or bituminous within one-year after the issuance of a new rental license. Acceptable hardsurfacing does not include recycled asphalt or recycled concrete. Failure to hardsurface within one year shall result in the revocation of the rental license. 8. Off-street parking areas shall comply with all other requirements of the Mankato City Code, including but not limited to, drainage, landscaping, lighting, and maintenance.

3.000:
Nonconforming Off-Street Parking.
The following shall apply to licensed rental properties within the City of Mankato:
A. Rental units licensed prior to the adoption of this Chapter shall be required to provide additional off-street parking for the purpose of satisfying the requirements of this Section, if adequate off-street parking spaces are not provided for the occupants. This requirement shall only apply to rental properties containing yard areas that may be used for additional parking in conformance with the location and design regulations of Subdivision 2. B. Parking surfaces that are not hardsurfaced in conformance with the Mankato City Code shall be hardsurfaced in conformance with the Mankato City Code no later than three years from the date an order is issued by the City Manager, or designee. The hardsurfaced parking area shall conform to the standards of Chapter 10 and 13 of the Mankato City Code, unless the City Manager, or designee, grants a variance or modification under 12.80, Subdivision 4.
